Yep, all you need to do is buy a lot of things in buy mode.
tip: The cheapest way to do this is to buy lights... they bring up the fire code warning a lot, and are pretty cheap. Just buy one of each kind of light. Buying repeats won't do anything.The sims?????
to upgrade your house in buy mode...meaning to buy new things for your house.
