Find a sim in town that you like and then raise your relationship level until you can use romantic options after that raise it some more until you can choose the "go steady" option and then if the other sim accepts 'boom' you gotta boyfriend.
You don't need to make new sims, you can just have them meet people that are already in the game. You just need to keep talking and interacting with that sim until they become friends and then keep going for them to become good friends. After that, use 'flirt' actions to make them love interests and once they get to a certain point the action 'ask to be boyfriend/girlfriend' or 'ask to go steady' will come up.
If you want to create your own sim to be the boyfriend then do so and just get the two to meet and then do the same.
